    • Position Description:

    • Reporting Relationships: Reports to Library Chief Executive Officer (CEO). Contacts normally include Library Foundation Board members, Library Trustees, community and corporate donors, community representatives, government officials, representatives of contractual services and other vendors.

      Supervisory Responsibility: Directly supervises Annual Fund Manager

      Overall Position Purpose: This is an advanced and highly responsible professional position providing overall leadership to the AACPL Foundation, including strategic direction and tactical execution and oversight. Work involves planning, managing, cultivating, and securing philanthropic support for the Foundation’s annual fund, endowment, major campaigns, planned giving, and program support of the Library. Serves as a member of the Library CEO’s leadership team and is expected to contribute to the Library’s brand and external profile through his or her activities in the community.

      Minimum Qualifications: 

      Preferred Requirement:  Certified Fund Raising Executive (CFRE) Certification

      A. Development

      Recommends policies and establishes procedures for the Foundation in compliance with federal, state and local laws.

      Participates with the Foundation Board of Directors in developing and implementing a strategic plan and annual operating plan to guide the Foundation’s efforts.

      Creates and executes strategies to raise sustainable funds that allow the Foundation to achieve its mission and growth objectives.

      Develops plans to support and implement major gifts campaigns for long-term needs identified by the Library.

    • Possession of a Master’s Degree in business management, marketing, public relations, or related field;  eight years’ of progressively responsible and successful fundraising and development experience, with increasing levels of responsibility in leadership; demonstrated success with major fundraising campaigns; and three years supervisory experience; or an equivalent combination of experience and training that has provided the knowledge, abilities, and skills listed below.

    • Attends all Foundation Board of Director meetings and presents reports as appropriate.
    • Develops and implements a detailed plan to attract, build and maintain effective and mutually beneficial relationships with individuals and corporations capable of contributing to the Library Foundation.
    • Cultivates potential and existing donors by making them feel valued and inspired by the impact of their gift to the Library.
    • Works with Foundation leadership to identify and attract Board members who can help carry out fundraising goals.
    • Actively develops and maintains Board member relationships.
    • Supports Board committees.
    • Provides appropriate education programs to strengthen and expand Board members’ fundraising skills and contacts.
    •  Assesses the effectiveness of the various fundraising programs and makes appropriate recommendations to enhance Library financial resources and development functions.
    • ·      Understands and supports Library system policies and procedures.

      ·      Actively supports the mission of the AACPL.

       B.  Fundraising

      ·      Assesses fundraising needs and works with Library CEO and Foundation Board members to establish goals and objectives to meet needs.

      ·      Develops fundraising campaigns and builds donor relationships based on best practices.

      ·      Plans and implements fundraising strategies to be utilized in the solicitation of funds from individuals based on established fundraising objectives to include but not limited to regular correspondence, phone communication, personal invitations, direct mail, special site tours, open house events, donor appreciation events, periodic activity reports, and face-to-face meetings.

      ·      Plans, coordinates and implements specific assigned fundraising activities for the Library Foundation to include identifying, cultivating, soliciting and tracking gifts from individuals.

       C.  Fiscal and Budget Oversight

      ·      Works closely with the Library Chief Financial Officer and Foundation Board Treasurer to oversee fiscal and budgetary activities of the Foundation.

      ·      Assists Library CEO and Foundation Board in determining fiscal requirements for development activities.

      ·      Prepares budgetary recommendations and monitors budget.

      ·      Ensures appropriate maintenance of donor records.

      ·      Prepares financial reports related to donation activity.

      ·      Oversees record management and expenditure reports.

      ·      Analyzes financial statements for accuracy and evidence of emerging problems.

      ·      Oversees Library Foundation’s contact with vendors and contractors.

      ·      Prepares and presents financial and strategic reports for the AACPL Foundation Board of Directors.

      ·      Coordinates and tracks grants and grant reporting for the Foundation and Library.

       D.  Communication & Marketing

      ·      Works closely with Marketing and Public Relations and Foundation Board to generate consistent, effective communications to promote development efforts.

      ·      Assists with publicity for important gifts, programs, accomplishments or events.

      ·      Responds to media inquiries and represents the Library in fund development matters.

      ·      Alerts CEO to relevant trends, legislation, etc. and recommends appropriate action.

      ·      Prepares reports for Trustees and staff as requested.

      ·      Attends Board of Trustees meetings.

       E. Supervision

      ·      Instructs and guides staff in the objectives, policies and procedures of AACPL and in accordance with its vision/mission and goals

      ·      Plans, assigns/delegates and sets work priorities for staff as appropriate

      ·      Schedules regular meetings with staff and communicates updates regarding branch/department and/or system changes

      ·      Observes, coaches, evaluates and documents performance and recognizes staff contributions in accordance with AACPL policies

      ·      Assess, identify and coordinate staff training and development needs

      ·      Provides counsel and support to staff in acquiring resources, resolving complaints and meeting their department/branch and personal development objectives

      ·      Consults with immediate supervisor or Branch Manager/ Department Head and/or Human Resources regarding personnel concerns 

      ·      May collaborate with staff in planning branch/department objectives and goals

      ·      Maintains a working knowledge of duties, policies and processes in order to fill in for or assist staff when needed

      ·      Demonstrates and acts in accordance with library core values and serving as a role model and mentor for staff

      ·      Performs tasks and duties which may not be specifically listed in the position description, but which are within the general occupational category and responsibility level typically associated with the employee’s class of work.

    Accountabilities: (Include, but are not limited to the following)

    1. Complies with established policies and objectives of the Library and the Library Foundation.

    2. Performs work in compliance with the principles and standards of professional fundraising and sound fiscal and business practices as reviewed and assessed by outside auditors.

    3. Meets work-plan and personal development objectives as established with Library CEO and Library Foundation Board.

    4. Maintains good working relations with AACPL Foundation Board of Directors, Library CEO, AACPL Board of Trustees, Library staff, County agencies, etc.

    5.  Updates skills by participating in training and other learning opportunities. Learns new technology as necessary to retain proficiency in managing the development operations of the Library Foundation

    6. Contributes ideas that improve the AACPL Foundation’s fundraising efforts,         increase efficiency, and otherwise advance the development of the Library system.

    Working Conditions:

    1. Physical Demands: Requires sitting and use of computer monitor and keyboard for extended periods of time. Work requires occasional physical effort; for example, setup of equipment for meetings or events, etc. Work involves travel to meetings with individuals and organizations, professional and community meetings, Libraries, County offices, etc. Some evening and weekend hours required.         

    2. Emotional Demands: Some pressure related to sustained periods of high-volume activity and multiple demands.

    3. Social Environment: This position is housed at AACPL Headquarters, where about 45 people work in various administrative and support positions in support of public service operations at 15 branch libraries throughout Anne Arundel County. It requires frequent meetings with individuals and groups outside the library system.

    4. Physical Environment: Typical office environment. Some fluctuations in building temperature related to HVAC problems can cause some periods of uncomfortable heat or cold.

    5. Mental Demands: This is responsible professional work at the senior management level requiring knowledge of financial principles and practices, sophisticated reasoning, independent judgment, and very high-level relationship building. Work is performed with minimal supervision and allows for significant discretion and variance in work routine.

    Knowledge, Skills, and Abilities:

    1.Knowledge of generally acceptable principles of financial management as they relate to non-profit foundations.

    2. Demonstrated knowledge of non-profit fundraising techniques.

    3. Exhibits high integrity.

    4. Knowledge of board governance and skill in cultivating board engagement.

    5. Superior interpersonal skills with an emphasis on teamwork and collaboration.

    6. Track record of developing and sustaining strong benefactor relationships with organizations and individuals.

    7. Demonstrated knowledge of database management and financial software used in fundraising, e.g. Raiser’s Edge; MS Office.

    8. Excellent oral and written communication skills, including the ability to make public presentations.

    9. Knowledge of public relations and marketing techniques.

    10. Strong organizational abilities including planning, program development, and task facilitation.

    11. Knowledge and skills necessary to supervise, guide, evaluate, train and communicate with Development Office staff and volunteers.

    12. Ability to establish and maintain effective work relationships with Library CEO, Foundation Board members, Trustees, Library staff, County agencies, members of the public, and others encountered in carrying out the responsibilities of the position.

    13. Ability to work effectively and calmly under pressure.

    14. Ability to work well in a fast-paced environment with multiple priorities and with attention to accuracy, details and deadlines.

    15. Ability to work a flexible schedule.

    16. Understanding of the complexity of the varied constituencies of Anne Arundel County.
