Program and Outreach Manager-Charles County Library, La Plata, MD
Position Description:
The Charles County Public Library is seeking a collaborative, creative, innovative, flexible, knowledgeable, and strategic person who is passionate about public service and committed to making a difference. The Program and Outreach Manager is responsible for planning and directing the library's Programming and Outreach services. They will collaborate with Library administration, staff and external stakeholders to research, develop, and implement a range of innovative, system-wide and targeted programming and outreach that support the strategic objectives of CCPL. The Program and Outreach Manager will be responsible for supervising system programming and outreach initiatives including evaluating impact, providing analysis, and formulating goals and plans for ongoing program development and outreach initiatives. The Program and Outreach Manager will provide subject matter expertise on programming for all ages and populations. They will be a knowledgeable resource on child and teen development, and will be well informed on federal, state, and local family and community services. The position reports to the Deputy Director and supervises staff directly and indirectly.
Essential Functions:

- Plans, develops and coordinates services that are designed to fulfill programming and outreach goals and objectives in Library’s strategic plan.
- Prepares and manages the Program and Outreach budget.
- Recommends policies, procedures and guidelines related to CCPL’s program and outreach services.
- Acts as a library expert in programming and outreach to all ages (children, teens and adults) and to special populations such as people with disabilities and English as a Second Language students and adults.
- Collects, organizes and analyzes statistical data related to programming and outreach initiatives.
- Provides subject matter expertise and serves as a resource in child development including emergent literacy and social-emotional needs.
- Assesses and approves system and branch programming needs and services.
- Guides system-wide Youth Services including the Summer Reading Program.
- Manages the researching, contracting, booking and scheduling of performers for system-wide programs.
- Ensures the coordination of accommodations for branch programs.
- Responds to customer concerns about programming.
- Cooperates and collaborates with Staff Development Coordinator to assess needs and recommend staff training related to programming.
- Plans and coordinates System Outreach efforts to targeted communities and promotes library services to underserved communities.
- Serves as contact and system representative to agencies, community groups, and statewide education/library groups on outreach services.
- Researches and recommends outreach initiatives as needs emerge.
- Cooperates and collaborates with the Marketing and Communications Department on the creation of authoring programming and outreach materials. Leads programs and speaker requests as needed to promote the library.
- Cultivates library partnerships with public and private schools
- Acts as Library’s administrative contact with schools
- Promotes library resources and databases to schools in collaboration with Youth Services department
- Keeps abreast of developments and trends in programming, outreach opportunities and services.
- Writes and manages grants related to programming and outreach.
- Manages and supervises Program and Outreach staff, monitors and evaluates job performance; ensures staff training and development.
- Attends meetings, training and workshops as assigned.
- Assists with special projects as required.
- Performs other duties as assigned.

Education and Experience Requirements:

Master’s Degree in Library Science, Public Administration, Elementary Education or similar.

Minimum of 5 years of relevant experience in the development of diverse programs and outreach for the public, including 2 years leading or managing public programming and outreach initiatives.

Demonstrated strong communication skills including public speaking, and written communications.
Additional Requirements:

Basic working knowledge of Google Suite, Windows operating system and Microsoft® Office.

Ability to work events, set up, tear down and other event functions.
-
May require occasional travel.
Equivalent combination of relevant experience and training or education may be considered.
