    Position Description:

    For the past decade, the District of Columbia Public Library (DCPL) system has been undergoing an aggressive transformation to modernize its facilities and set the strategic direction for 21st century public library services in the District of Columbia. DCPL’s physical campus includes 25 neighborhood libraries and the newly modernized Martin Luther King, Jr. Memorial (Central) Library.

    The Program Coordinator works with staff throughout the Library, vendors and outside organizations to implement programs and services that have system wide value and leads the library in a specialized subject area, reporting directly to a department head, director, or manager.

    DCPL is seeking a Library Program Coordinator (Reading Programs) in the Youth and Family Services Department. The incumbent is a key contributor to policies, procedures, and strategic initiatives related to programs and services for young people and their families, including identifying and recommending large-scale and long-tern program initiatives and integrating them with overall library service plans. The Program Coordinator works in conjunction with departmental staff and other DC Public Departments and staff to increase public interest and participation in programs and events that align with the overall mission of the library.

    Responsibilities:

    Under the general direction of the Director of Youth and Family Services, the incumbent will: 

    • Responsible for the planning, implementation, and evaluation of the summer reading program, winter reading and Books from Birth for DCPL. Provide input in developing a youth services strategy and training library staff.
    • Develop and maintain partnerships, oversee vendor and contract relations, provide program logistics, venue management, and coordinate with library operations and support resources.
    • Works collaboratively with staff/ departments/and outside partners across the Library to ensure success of priorities of the department. This includes, but is not limited to, Procurement, General Counsel, Budget, IT and Communications, DC government agencies, non-profit, and community-based organizations.
    • Coordinate extensive community outreach to raise awareness of DCPL learning opportunities, particularly in summer. Develop creative methods to transition participants from one library offering to another using outside partners, communications and strong programming options
    • Uses both quantitative and qualitative information to guide them in their decision-making. Administer the financial operations of the program including development of the budget and monitoring of fiscal activities, developing required budget reports and preparing justifications for budget expenditures and grant management.
    • Keeps abreast of other national book distribution programs and services and provides context and background to other organizations and libraries involved in book distribution programs and reading programs.

    Qualifications:

    The incumbent must possess a Master’s degree plus a minimum of 2 (two) years of experience managing programs or projects. A Master's degree in Library Science preferred or must possess at least 1 year of experience at the next lower grade level (CS11). In addition the following is required:

    • Experience coordinating program services involving several organizational entities and managing multiple, complex partnerships.
    • Skill in communicating, collaborating, and establishing effective working relationships with employees, volunteers, organizations, and the public.
    • Excellent oral and written communication skills.
    • Skill in applying complex fact-finding, analytical and problem-solving methods and techniques to identify interrelated program problems and draw
    • Demonstrated ability to work independently and to exercise sound judgment in the implementation of organization initiatives.
    • Ability to use workplace and other technology, including email, internet, databases, social media, and other software.
